In the RTI application, appellant has sought 7 points information in respect of Central Information Commission and all State Information Commissions. The CPIOs of CIC have provided point-wise information in respect of Central Information Commission. As regards similar information sought in respect of State Information Commissions, CPIO has stated that no information relating to State Information Commissions is available with the Central Information Commission.
On perusal of the appeal, it is observed that the appellant is not aggrieved with the information provided by the CPIOs but he is aggrieved that his online RTI application should be transferred to State Information Commissions by the CPIO u/s Section 6(3) of the RTI Act, 2005. In this regard, it is to mention that the RTI-MIS software for filing online RTI applications and first appeals is managed by DoPT and in this software, there is no option to transfer an online RTI application to State Information Commissions. Through this software, online RTI application can be transferred within the departments of Central Government only.
In view of the above, appellant is advised to approach concerned SICs for getting the information. |

In the RTI application, appellant has sought certain documents in respect of case file No.CIC/ADDDM/A/2017/118815. Shri R.P. Grover, CPIO & DO to IC(YA) has demanded further fee of Rs.78 as photocopy charges vide his letter dated 05.06.2018.
In the appeal, appellant has stated that he has deposited Rs.78/- vide diary number 138670 dated 19.06.2018 but till date he has not received documents. The matter was enquired from the registry of IC(YA) who informed that Shri R.P. Grover, CPIO is on leave today. However, Shri Zakir, DEO of the registry of IC(YA) has informed that the desired documents has been sent to dispatch section yesterday i.e. on 19.07.2018 by him. From the online status of dispatch, it is observed that a dak in the name and address of the appellant has been sent vide Speed Post No.ED771859511IN on 19.07.2018. Hence, appellant is advised to wait for the same. |

In the RTI application, appellant has sought 6 points information in respect of 7 second appeal case files concerning to Shri Avinash Agarwal. Shri S.S. Rohilla, CPIO & DO to IC(SB) vide his online reply dated 14.06.2018 has denied to provide the information being third party information u/s 8(1)(j) of the RTI Act.
On the ground of appeal, appellant has only mentioned that “Refused access to Information Requestedâ€. Since the appellant has not establish any larger public interest in disclosure of the information sought, the CPIO has rightly invoked Section 8(1)(j). Hence, no intervention is required on the part of the FAA, in the matter. |
