It seems that you are not satisfied with the reply of CPIO, CBSE and also the First Appellate Authority of CBSE. In that case you can file second appeal / complaint with the Commission. The procedure of filing Second Appeal / Complaint in the Commission as under
You are required to submit an application along with
(i) Copy of the RTI application
(ii) Proof of fees paid by you for seeking information
(iii) Copy of the reply of CPIO if any received by you
(iv) Copy of the first appeal submitted to the First Appellate Authority
(v) Reply of the First Appellate Authority if any received by you
(vi) Grounds for filing appeal or complaint in the Commission.
(vii) Copy of Identify proof
The First Appeal, if any, against the reply of the CPIO may be made to the First Appellate Authority, CIC within 30 days of receipt of reply to
