2 In this regard, information is not available in CIC as a public authority. It seems that you have not received a reply from the PIO or you are aggrieved with the reply of PIO. In this case, you can file first appeal in the same department and in case you are not satisfied with the reply of the First Appellate Authority you can file a second appeal / complaint with the Commission. I would also like to inform you that as per RTI Act the procedure of filing Second Appeal is in the Commission is as under:-
You are required to submit an application along with
(i) Copy of the RTI application
(ii) Proof of fees paid by you for seeking information
(iii) Copy of the reply of CPIO if any received by you
(iv) Copy of the first appeal submitted to the First Appellate Authority
(v) Reply of the First Appellate Authority if any received by you
(vi) Grounds for filing appeal or complaint in the Commission.

2 It seems that your RTI application is related to State Government matter and the jurisdiction of State Information Commission and Central Information Commission are distinct & separate. State matters cant be heard in Central Information Commission. You can forward your application to the concerned State Information Commission. However, if you have filed RTI application in UGC and AICTE and have not received any reply from them or not satisfied with the reply, you can file first appeal with the same department and in case you are not satisfied with the reply of the First Appellate Authority, you can file a second appeal with the Commission.
