1611 CICOM/A/E/22/00197 Ms. ROOP AVTAR KAUR 30-07-2022 Ref RTI No.- CICOM/R/E/22/00574/1 GROUNDS FOR FIRST APPEAL: The Appellant submitted first appeal stating that: Appeal u/s 19 (1) of RTI Act, 2005 RTI Application numbered CICOM/R/E/22/00574/1 dt. 20-06-2022 was filed online to obtain the desired information from Dy. Registrar (IC-HS) & Dy. Registrar (IC-UM) on all the points except point (j) of the above mentioned RTI Application. GROUNDS FOR APPEAL : No response is in receipt from either of the registries even after 40 days of filing the RTI Application. Vide various link papers mentioned on points (1) to (9) of the RTI Application, I requested the concerned registry to update my postal/email address and arrange for audio hearing of the various appeals owing to my senior citizen status. Till date no action has been taken on the said link papers and hence sought information has not been supplied by the concerned registry (queries a & b). Also suppression of information regarding action taken on the non-compliance link paper 629225/2022 is apparent from the non-supply of information (queries d & e). RELIEF SOUGHT : In view of the above, it is justified to direct all the concerned CPIOs to provide free-of-cost copies of the desired information sought vide RTI Application dt. 08-06-2022. It is further requested to direct all the concerned CPIOs to explain the reasons behind each and every day of the delay. DECISION OF THE FIRST APPELLATE AUTHORITY: The First Appeal, RTI application and reply given by CPIO of CIC have been perused. In the instant case, CPIO (DR to IC-UM) is directed to reply to all the points except (point no. j) as per the provisions of the RTI Act, 2005 by 09.09.2022, free of cost. 1612 CICOM/A/E/22/00198 Ms. ROOP AVTAR KAUR 30-07-2022 Ref RTI No.- CICOM/R/E/22/00649 GROUNDS FOR FIRST APPEAL: The Appellant submitted first appeal stating that: Respected Sir/Madam, With utmost respect, the humble appellant/petitioner submits as under, you are requested to please furnish a copy of relevant record with detail information - Point No.2. Who/what is an appropriate forum as per the Honorable CIC, Order dated 22-12-2021, in detail kindly see Supporting document Page 22-26. Point No.3. Despite of a Non-Compliance application dated 03-03-2022 submitted by the applicant/appellant/petitioner to the Honorable CIC, and a copy sent to the respondent-Bank, whether there is any appropriate, fit and suitable action taken by these authorities, please provide a copy of the same with detail information. Despite the fact, there was a clear backlog and reserved vacancies available on the applied posts. And misled to the Honorable A.L.C., (C) Bhopal, the Honorable Division Bench of the High Court, the Honorable Supreme Court, and the Honorable CIC, as it is even clear, so kindly see in detail Supporting document Page 31-37 and its PDF Attachment. 1613 CICOM/A/P/22/00113 Ms. ROOP AVTAR KAUR 28-07-2022 Reference RTI No.CICOM/R/P/22/00277 प्रदान की गई सूचना केन्‍द्रीय जन सूचना अधिकारी (DR to IC-UM) द्वारा दिनांक 17.08.2022 को ऑनलाइन के माध्यम से प्रदान की गई सूचनाएं इस प्रकार है:- “No information available with the registry Kindly Note: The delay caused due to some technical Glitch is deeply regretted.” III प्रथम अपील का आधार अपीलकर्ता द्वारा CPIO (DR to IC-UM) की ओर से निर्धारित समय व्यतीत होने के उपरांत भी सूचना प्राप्त नहीं होने पर, प्रथम अपील दाखिल की गई है। निर्णय संबंधित संचिका (प्रथम अपील आवेदन एवं आर.टी.आई. आवेदन) का अवलोकन करने पर पाया गया कि आर. टी. आई. आवेदन संख्या CICOM/R/P/21/00113 के प्रतिउत्तर में मांगी गई सूचना केंद्रीय जन सूचना अधिकारी (DR to IC-UM) द्वारा अभी तक RTI आवेदनकर्ता को सीधे पत्राचार के माध्यम से नहीं प्रदान की गई है, बल्कि सूचना अंग्रेजी भाषा में ऑनलाइन mode से अपलोड की गई है। इसलिए निर्धारित समय-सीमा के भीतर सूचना उपलब्ध करवाने की प्रक्रिया में असफल रहने के कारण, केंद्रीय जन सूचना अधिकारी, (DR to IC-UM) को निर्देश दिया जाता है कि उक्त आर. टी. आई. आवेदन के अंतर्गत अंग्रेजी भाषा में ऑनलाइन mode से प्रदान की गई सूचना को हिंदी भाषा में पत्राचार के माध्यम से प्रेषित करें। यह कार्यवाही दिनांक 29-08-2022 तक पूरी करें। तद्नुसार अपील निस्‍तारित की जाती है। NA
1614 CICOM/A/P/22/00114 Ms. ROOP AVTAR KAUR 28-07-2022 Ref RTI No.- CICOM/R/P/22/00305 GROUNDS FOR FIRST APPEAL: The Appellant submitted the first appeal stating that “The Central Registrar of Central Government appoints Liquidator on institution which are in Liquidation. As such Central Registrar Co-op. Societies, Dept. Of Co-op. Central Govt. appointed Liquidator on Bhaichand Hirachand Raisoni M.S. Co-op. Society, Jalgaon Maharashtra. This liquidator on “BHR” society is under RTI Act or not. Please clearly as Yes or No. Please do not ask to refer anything. And, so clear that Liquidator of Central Govt. is Public Servant i.e. Public Authority or not. Hope you will give clear information shortly.” DECISION OF FIRST APPELLATE AUTHORITY: The First Appeal, RTI application and reply given by CPIO of CIC have been perused. 1615 CICOM/A/E/22/00195 Ms. ROOP AVTAR KAUR 28-07-2022 Ref RTI No.- CICOM/R/E/22/00524 GROUNDS FOR FIRST APPEAL: The Appellant submitted first appeal stating that: Appeal u/s 19 (1) of RTI Act, 2005 RTI Application numbered CICOM/R/E/22/00524 dt. 08-06-2022 was filed online to obtain the desired information on - (a) points (1) to (18) from CPIO & Dy. Registrar (IC-HS) (b) points (19) to (20) from CPIO & Dy. Registrar (IC-UM). The RTI was transferred to CPIO & Dy. Registrar (IC-UM) by Nodal CPIO, CIC on 20-06-2022. GROUNDS FOR APPEAL : No response is in receipt from either of the registries even after 50 days of filing the RTI Application. As per the claim made by the registry of IC-UM, 5064 RTI matters were decided by their office in last one year which is an all time record. It appears that the said record has been established by non-timely supply of the information under RTI Act, ignoring action on non-compliance/compliance link papers & admitting fraudulent affidavits deposed by CPIO, ASI in compliance to CIC decision. RELIEF SOUGHT : In view of the above, it is justified to direct both the CPIOs to provide free-of-cost copies of the desired information sought vide RTI Application dt. 08-06-2022. It is further requested to direct both the CPIOs to explain the reasons behind each and every day of the delay. DECISION OF THE FIRST APPELLATE AUTHORITY: The First Appeal, RTI application and reply given by CPIO of CIC have been perused. In the instant case, CPIO (DR to IC-UM) was supposed to reply to all the points of the RTI application. CPIO has also mentioned that delay was caused due to technical glitch. However, the CPIO has replied to the RTI application on 02.08.2022 and has also offered inspection of the records. Notwithstanding to the above, CPIO (DR to IC-UM) is directed to reply to all the RTI applications within the prescribed time limit as per the RTI Act, 2005. The appeal is disposed of accordingly. NA

I once again come forward to you with humble request to consider my said case and allow me a hearing for necessary clearance of the case.” DECISION OF FIRST APPELLATE AUTHORITY: The First Appeal, RTI application and reply given by CPIO of CIC have been perused.
