In the appeal, appellant has stated that CPIO has provided incomplete, misleading or false information and on the request column of the appeal, appellant has requested to provide soft/scan complete file copy of inspected two files CIC/DDA/TY/A/2017/191263 and CIC/DDA/TY/A/2017/116514.
On perusal of the RTI application and CPIO’s reply, it is observed that CPIO has provided point-wise information to the appellant. CPIO has also offered inspection of above mention two case files to the appellant. Hence, there is no infirmity in the reply of the CPIO. Appellant is advised to avail opportunity of inspection offered by CPIO and CPIO is directed to provide copy of document identify by the appellant during the inspection, as per the provision of RTI Act. |

In the appeal, appellant has stated that the CPIO has provided total number of 157 penalty cases during the period 2017-18 and 229 cases during the period 2018-19 but he has not provided file numbers related to these cases due to which it is not possible for him to access the details of those cases from the CIC’s website. Therefore, he has requested in the appeal to provide at least file numbers of all the cases. Direction, in this regard, is given to Shri S.C. Sharma, CPIO to provide file numbers of all the penalty cases (157 of 2017-18 and 229 of 2018-19) to the appellant within 2 weeks from the date of receipt of the order. |

Appellant was contacted over his given mobile number to know whether he wants hearing to represent his case. Appellant intimated that he does not want hearing and the case may be decided on the material available on record.
On the grounds of appeal, appellant wants to know the online bank details in which additional fee can be made. In this regard, appellant is advised to go through the link https://rtionline.gov.in/faq.php of DoPT and pay additional fee online accordingly. As regards information provided by the CPIO on Point-3 of the RTI application is concerned, it is observed that CPIO has provided factual information, therefore, no intervention is required on the part of the FAA, on this point. |

On perusal of the RTI application and CPIO’s reply, it is observed that CPIO, CIC has transferred the RTI application of the appellant u/s 6(3) to the CPIO, East Delhi Municipal Corporation, therefore, first appeal lies with the FAA, East Delhi Municipal Corporation and not with FAA, CIC. Appellant is accordingly advised to file first appeal with the FAA, East Delhi Municipal Corporation. |
