Point no. 1 You can file the First Appeal to the First Appellate Authority of the concerned public authority and in case you are not satisfied with the reply of the First Appellate Authority you can file a second appeal with the Commission. Central Information Commission is the Second appellate authority under the RTI Act, 2005 in respect of RTI matters involving public authorities under the Central Government or UTs.
Point no. 2 CPIO cannot comment / advice in this regard. However, you may go through the RTI Act, 2005 under Section 20.
Point no. 3 you may refer to Section 2(h) of the RTI Act, 2005. Section 2(h) says
public authority means any authority or body or institution of self government established or constituted
(a) by or under the Constitution
b) by any other law made by Parliament
(c) by any other law made by State Legislature
(d) by notification issued or order made by the appropriate Government, and includes any
(i) body owned, controlled or substantially financed
(ii) non Government organisation substantially financed,
directly or indirectly by funds provided by the appropriate Government
The First Appeal, if any, against the reply of the CPIO may be made to the First Appellate Authority, CIC within 30 days of receipt of reply to
