CPIO(Air HQs) has mentioned in the Column “Submission by CPIO” filed by the Respondent. The same can be verified at your end These meddling, manipulations and insertions only show the malafide intention of the Respondent (Air HQs) which unfortunately portrays the Respondent ethically in bad light.” “Sir, in the conference call conducted on 15th Feb 2022 (Second Appeal Hearing), I could not know whether the Ld. CPIO(Respondent – Air HQs) had entered appearance or not because I had to be disconnected by the Hon’ble CIC for the Hon’ble CIC to talk to the Ld. CPIO (Air HQs) and then re-connect and resume the hearing with me. That for me was a first time and also a new format for me where the Hon’ble CIC was dedicatedly speaking to me and then disconnecting and dedicatedly speaking to the Ld. (Air HQs). I could not know what the Ld. CPIO (Air HQs) spoke to the Hon’ble CIC?? Sir, I am placing all these on record for a holistic evaluation and consideration so that I am no viewed or perceived as RTI Irritant/RTI Activist/ RTI Abuser. Sir, I do hope that the malafide intention of the Respondents’ (which is apparent) is given a look by you. The only feeling which I get is that the Ld. CPIO(Air HQs) & FAA (Air HQs) regime is out there harassing & tormenting me by denying information. But I shall & am taking all of this in my stride gracefully. Intangibly, one has to pay a heavy & hefty premium to seek information from the Public Authorities.” DECISION OF FIRST APPELLATE AUTHORITY: The First Appeal, RTI application and reply given by CPIO of CIC have been perused.
