GROUNDS FOR FIRST APPEAL:
The Appellant submitted first appeal stating that
"tHE CENTRAL INFORMATION COMMISSION IS A STATUTORY BODY TO ENSURE TRANSPARENCY AND ACCOUNTABILITY OF THE PUBLIC AUTHORITIES. sINCE THE HONORABLE DELHI HIGH COURT SERVED THE INTERM STAY ORDER ON CIC , THEY HAVE TO BRING THE FACTS AND NON APPLICABILITY OF THE INTERM STAY ORDER TO THE HONORABLE COURT. More the petitioner had made allegations on the part of the CIC and the same had to be replied to by the CIC and the RTI applicant cannot step into the shoes of the CIC and reply the allegations leveled against the CIC. the CIC cannot sit as a mute spectator. in view of this preferred the appeal with a request to submit their counter to the Delhi High Court by seeking a copy of the writ petitions for the allegations levelled against CIC by the petitioners."

The Appellant submitted first appeal stating that
"the information sought was year wise appeal before CIC i.e. 2nd appeal against decision taken of CPSE, department of government of India and CVC; the information was sought year wise and organization wise, which means in each year how many 2nd appeal was received by CIC against CPSE, CVC and ministry of government of India; information provided against point no-1 is not in line and also vague; against point no-4 and 5, it has been rejected on the ground that no complied information is available; it is shocking as far as CIC is concerned; it is the obligation on PA to maintain the records to facilitate the information- sec-4(1)(a); it is true that CIC publishes the annual report; how the annual report is prepared? definitely based on raw information and then complied to the form of annual report? how could PIO tell that no compiled information is available? if it would the answer of CIC, where the applicant would go? i request you to provide the information"
